Community Update Regarding Unauthorized Event at Howe Park

Dear Community Members,
The District is providing additional information to our community members regarding the unauthorized event on Saturday, April 18 at Howe Park. Although we are saddened about the violence that occurred outside of the park, we are grateful for reports that nobody was seriously injured. The investigation into these events is ongoing by the Sacramento County Sheriff’s Office and anyone with information is encouraged to contact their office.
As the District indicated previously, the gathering at Howe Park was not a District-sponsored or authorized event. We have read reports about the event being promoted on social media as a local “Picnic Day.” Regardless of the event’s origins, any organized event at one of our parks must be permitted through the District to ensure proper planning.
Although District personnel observed orderly activity among those gathered at Howe Park, the large event with amplified music was not authorized. Without event information, a point of contact or security plan, the conditions were deemed to be unsafe, which is why the park was closed and the crowd dispersed by the Sacramento County Sheriff’s Department. It was during this process that Sheriff’s Deputies reported gunshots near the Home Depot at the corner of Howe and Cottage.
The District would like to thank the Sacramento County Sheriff’s Office for early awareness and monitoring of the event, close coordination with the District, and deploying a comprehensive response to close the park and disperse the crowd. We will be meeting with the Sherrif’s Office soon to discuss our coordinated response and future planning.
In light of Saturday’s events, we have received some questions about what role the District’s former park police program would have played on Saturday. As a reminder to our community, the protocol for any park officer would have been to contact Sacramento County Sherrif’s Office, which always has been dispatched to all serious incidents at the parks.
On Saturday, District personnel followed this same protocol and utilized in-person observations to provide timely information to responding Sherrif’s Deputies. Regardless of whether the District has a park police program, the Sherrif’s Office is the only organization with the resources, personnel and training capable of dispersing a crowd of this size and perform the necessary investigations into the subsequent violence. Again, we extend our appreciation to the Sherrif’s Office for their law enforcement work on Saturday.
The safety of our parks for our community members is our highest priority and we will continue to coordinate with our local law enforcement partners to keep our parks safe spaces.

Please be advised that FECRPD will have limited office hours between December 22nd and Janurary 2nd. The District office will be closed December 25th and Janurary 1st. The Conzelmann Community Center bathrooms will be CLOSED for maintenance during this period. For immediate park attention issues please call 916-696-4498.

Howe Park Bridges Temporarily Closing for Upgrades and ADA Compliance Improvements
Please be advised that the Howe Park middle and west bridges will experience periodic closures to facilitate cleaning, drying, and the application of a protective sealer. As part of this process, plastic sheeting will be installed beneath the bridges to ensure that no wood preservatives enter the waterway.
We appreciate your understanding and cooperation during these intermittent closures. We are pleased to announce that this essential maintenance will help preserve the bridges for years to come.

FECRPD Forms Citizens’ Oversight Committee for Measure Q Spending
Voter-approved bond provides $24 million for District improvements and repairs
Sacramento, Calif. – The Board of Directors for the Fulton-El Camino Recreation and Park District (FECRPD) has selected eight community members to serve on a new Citizens’ Bond Oversight Committee to review spending from Measure Q, the $24 million bond approved by District voters in November 2024.
“We are thankful to our community members for volunteering to serve in this important role,” said Board Chair Teresa Mironchik Higgins. “Measure Q represents a historic investment from our community to improve our parks and facilities. We are committed to maximizing these funds through transparent and accountable spending, with the active involvement of the oversight committee.”
Community members were invited to apply for the committee through an open call for applications. Seven members and one alternate were selected and approved by the Board during its April 17 meeting. Members will represent various community perspectives.
